Local government is constitutionally mandated to provide basic services to communities within a three-sphere decentralised system of governance. Schedules 4B and 5B of the Constitution of South Africa (Act No. 106 of 1996) assign an array of expenditure responsibilities to the country’s 283 municipalities.97 The most essential of these is the provision of water, sanitation and electricity services. In addition to their service delivery mandate, municipalities continue to invest significantly in social and economic infrastructure in the country. Urban municipalities play a central role in local economic development through their planning and managing of the urban built environment, while rural municipalities continue to roll out basic social infrastructure to eradicate the massive service backlogs in these areas.
